Pedía continuamente la palabra para pedir que se incluyera éste o aquel proyecto.

Cuando fue electo Diputado, la vida cambio totalmente. La militancia sindical la había hecho en forma mas sosegada, pero la actividad política lo absorbió por completo. Sin embargo era metódico. Se levantaba siempre temprano, estudiaba algo, llamaba por teléfono, escribía.
Siempre se dijo que no estudiaba lo suficiente y tal vez fuera verdad, pero también es verdad que tenía una memoria increíble. Le daba una ojeada a los asuntos y enseguida retenía todo. Lo mismo le ocurría con los libros. Era lector empedernido y tenía una impresionante rápidez para leer. A veces venía cansado, de madrugada, y leía medio libro antes de dormirse

Entramos juntos a la Cámara el 15 de febrero de 1955 y Zelmar se destacó de inmediato nítidamente del resto de los parlamentarios. Era incisivo aunque no venenoso y sobre todo tenía una gran claridad en la exposicón. Hablaba con una voz que conmovía y tenía tal poder de comunicación que yo por lo menos sentía su prescencia aún estando de espaldas a mí y sin hablar. Estabámos en la sala y en el momento que entraba y sin verlo me daba cuenta. No se si ese poder casi hipnótico lo tenía solo sobre mí o si era la consecuencia de una extraña afinidad pero lo que relato ocurría prácticamente siempre.
